THIS summer the tiny town of Furnace Creek, Calif., may once again grace the nation’s front pages. Situated in Death Valley, it last made news in 1913, when it set the record for the world’s hottest recorded temperature, at 134 degrees. With the heat wave currently blanketing the Western states, and given that the mercury there has already reached 130 degrees, the news media is awash in speculation that Furnace Creek could soon break its own mark.

Such speculation, though, misses the real concern posed by the heat wave, which covers an area larger than New England. The problem isn’t spiking temperatures, but a new reality in which long stretches of triple-digit days are common — threatening not only the lives of the millions of people who live there, but also a cornerstone of the American food supply.

People living outside the region seldom recognize its immense contribution to American agriculture: roughly 40 percent of the net farm income for the country normally comes from the 17 Western states; cattle and sheep production make up a significant part of that, as do salad greens, dry beans, onions, melons, hops, barley, wheat and citrus fruits. The current heat wave will undeniably diminish both the quality and quantity of these foods.

The most vulnerable crops are those that were already in flower and fruit when temperatures surged, from apricots and barley to wheat and zucchini. Idaho farmers have documented how their potato yields have been knocked back because their heat-stressed plants are not developing their normal number of tubers. Across much of the region, temperatures on the surface of food and forage crops hit 105 degrees, at least 10 degrees higher than the threshold for most temperate-zone crops.

What’s more, when food and forage crops, as well as livestock, have had to endure temperatures 10 to 20 degrees higher than the long-term averages, they require far more water than usual. The Western drought, which has persisted for the last few years, has already diminished both surface water and groundwater supplies and increased energy costs, because of all the water that has to be pumped in from elsewhere.

If these costs are passed on to consumers, we can again expect food prices, especially for beef and lamb, to rise, just as they did in 2012, the hottest year in American history. So extensive was last year’s drought that more than 1,500 counties — about half of all the counties in the country — were declared national drought disaster areas, and 90 percent of those were hit by heat waves as well.

The answer so far has been to help affected farmers with payouts from crop insurance plans. But while we can all sympathize with affected farmers, such assistance is merely a temporary response to a long-term problem.

Fortunately, there are dozens of time-tested strategies that our best farmers and ranchers have begun to use. The problem is that several agribusiness advocacy organizations have done their best to block any federal effort to promote them, including leaving them out of the current farm bill, or of climate change legislation at all.

One strategy would be to promote the use of locally produced compost to increase the moisture-holding capacity of fields, orchards and vineyards. In addition to locking carbon in the soil, composting buffers crop roots from heat and drought while increasing forage and food-crop yields. By simply increasing organic matter in their fields from 1 percent to 5 percent, farmers can increase water storage in the root zones from 33 pounds per cubic meter to 195 pounds.

And we have a great source of compostable waste: cities. Since much of the green waste in this country is now simply generating methane emissions from landfills, cities should be mandated to transition to green-waste sorting and composting, which could then be distributed to nearby farms.

Second, we need to reduce the bureaucratic hurdles to using small- and medium-scale rainwater harvesting and gray water (that is, waste water excluding toilet water) on private lands, rather than funneling all runoff to huge, costly and vulnerable reservoirs behind downstream dams. Both urban and rural food production can be greatly enhanced through proven techniques of harvesting rain and biologically filtering gray water for irrigation. However, many state and local laws restrict what farmers can do with such water.

Moreover, the farm bill should include funds from the Strikeforce Initiative of the Department of Agriculture to help farmers transition to forms of perennial agriculture — initially focusing on edible tree crops and perennial grass pastures — rather than providing more subsidies to biofuel production from annual crops. Perennial crops not only keep 7.5 to 9.4 times more carbon in the soil than annual crops, but their production also reduces the amount of fossil fuels needed to till the soil every year.

We also need to address the looming seed crisis. Because of recent episodes of drought, fire and floods, we are facing the largest shortfall in the availability of native grass, forage legume, tree and shrub seeds in American history. Yet current budget-cutting proposals threaten to significantly reduce the number of federal plant material centers, which promote conservation best practices.

If our rangelands, forests and farms are to recover from the devastating heat, drought and wildfires of the last three years, they need to be seeded with appropriate native forage and ground-cover species to heal from the wounds of climatic catastrophes. To that end, the farm bill should direct more money to the underfinanced seed collection and distribution programs.

Finally, the National Plant Germplasm System, the Department of Agriculture’s national reserve of crop seeds, should be charged with evaluating hundreds of thousands of seed collections for drought and heat tolerance, as well as other climatic adaptations — and given the financing to do so. Thousands of heirloom vegetables and heritage grains already in federal and state collections could be rapidly screened and then used by farmers for a fraction of what it costs a biotech firm to develop, patent and market a single “climate-friendly” crop.

Investing in climate-change adaptation will be far more cost-effective than doling out $11.6 billion in crop insurance payments, as the government did last year, for farmers hit with diminished yields or all-out crop failures.

Unfortunately, some agribusiness organizations fear that if they admit that acceleratingclimate change is already affecting farmers, it will shackle them with more regulations. But those organizations are hardly serving their member farmers and ranchers if they keep them at risk of further suffering from heat extremes and extended drought.

And no one can reasonably argue that the current system offers farmers any long-term protection. Last year some farmers made more from insurance payments than from selling their products, meaning we are dangerously close to subsidizing farmers for not adapting to changing climate conditions.

It’s now up to our political and business leaders to get their heads out of the hot sand and do something tangible to implement climate change policy and practices before farmers, ranchers and consumers are further affected. Climate adaptation is the game every food producer and eater must now play. A little investment coming too late will not help us adapt in time to this new reality.

Viewpoint: The Sun and climate change
Sun Soho
Satellites now monitor solar activity constantly
By Dr Paal Brekke from the European Space Agency

Natural processes involving changes in the Sun could have at least as powerful an effect on global temperature as increased emissions of carbon dioxide (CO2).

Climate scientists have already looked at changes related to Sun spot activity - a cycle of approximately 11 years - and long-term changes in the Sun's brightness, which has a cycle that lasts for centuries.

They have discounted the effect of both on the temperature increase over the last century because they either happen over too short a timescale, or they are too weak.

But so far they have omitted to take two other factors into account:

  • Changes in the amount of ultraviolet radiation from the Sun affect the ozone layer. This is a very important part of the atmosphere where lots of chemical reactions take place that govern the way the rest of the atmosphere works;
  • The Sun's magnetic field and solar wind - mainly in the form of electrons and protons coming out of the Sun - protects the entire Solar System by acting as a sort of shield from cosmic rays (very energetic particles and radiation from outer space).
This shield does not stop all the cosmic rays from getting though, and its effectiveness varies with the long-term changes in the activity of the Sun, which can rise and fall on a timescale of centuries.

Cloud cover

One of the effects that cosmic rays have is to influence how cloudy the Earth is.

Graphic BBC
So if the Sun undergoes long-term changes in activity - which it does - the amount of cosmic rays reaching the Earth will also vary over the same timescale, and so will the planet's overall cloudiness.

The amount of cloud affects the amount of radiation from the Sun reaching the planet surface, which in turn affects the global temperature.

Data collected from satellites show that the amount of low clouds over the Earth closely follows the amount of cosmic rays reaching the Earth.

The resulting warming due to this effect over the last century could be comparable to the amount of warming people think has been due to the greenhouse effect.

Add to that the other effects due to the Sun, and greenhouse gases become less than 50% responsible for rising global temperatures.

Little effect

The other side of this coin is that reducing greenhouse emissions will have much less effect in halting rising temperatures than some people think, and it might have hardly any effect at all.

Cooling towers AP
Our continued use of fossil fuels could make little difference to the climate
The energy emitted from the Sun drives the climate system, and natural changes in its behaviour can have a far greater effect than human behaviour.

Thus, some people may ask: "So why bother worrying about greenhouse gases, and adding billions to the costs of industry to force them to cut emissions, when it could well be a pointless exercise?"

If the Sun is indeed the main contributor to the recent climate change, the money may be better spent providing clean air in big cities and clean drinking water to the Third World.

The Sun-Climate Connection
(Did Sunspots Sink the Titanic?)

GLOBAL WARMING

World map showing where global warming has caused the sea surface temperatures to increase and the ice cap at the north pole to become thinner.

Figure 1: Average sea surface temperatures around the world. (NCEP and Univ. Wisc.) Global warming has caused the sea surface temperatures to increase and the ice cap at the north pole to become thinner.

Nearly every day, new evidence is presented showing that the globally averaged temperature of Earth has increased over the last few centuries. According to the Intergovernmental Panel on Climate Change (IPCC), the globally averaged surface temperature has increased by 0.6°C over the last 100 years. There is evidence that not only is the atmosphere warming but the ocean temperatures are increasing as well. The ice cap on the North Pole has become significantly thinner.

The global warming has increased dramatically in the last 20 years. The IPCC report estimates that the 1990s were the warmest years since the beginning of instrumental records in 1861 and that 1998 may have been the warmest year on record. This increase in temperature over the last century is likely to have been the largest 100-year increase in the last 1000 years. Because of these dramatic climate changes of the last 100 years many scientists believe that human activities, such as burning fossil fuels, have contributed to global warming.

Two of the questions that now face scientists studying climate change are…

  1. How has human activity influenced the climate?
  2. How would the global climate change without human influence?

In order to answer the first question, scientists must answer the second question.

SOLAR VARIABILITY

Composite figure showing a sequence of solar x-ray images taken with the Yohkoh satellite

Figure 2: This composite figure (prepared by Lockheed) shows a sequence of solar x-ray images taken with the Yohkoh satellite about six months apart from solar maximum (lower left) to solar minimum (upper right). This is a dramatic example of how the sun changes over the 11-year solar cycle. NOAA will start making similar observations in July 2001 with the Solar X-ray Imager on the GOES spacecraft.

The total energy output of the sun is nearly constant. At the top of Earth’s atmosphere the total irradiance from the sun is about 1366 W/m². Imagine thirteen 100 Watt light bulbs shined all of their energy onto a square meter. During the course of an 11-year solar cycle, the average output of the sun changes by about 1-2 W/m² or about 0.1%. Thus, the solar constant varies between 1365 and 1367 W/m² and is therefore, not really a constant.

In other wavelengths such as the ultraviolet and extreme ultraviolet parts of the solar spectrum, the solar variability can be quite large. In the x-ray wavelengths, the sun can change brightness by a factor of 100 or even 1000 in just a few minutes but these wavelengths only affect the upper reaches of our atmosphere. Figure 2 shows a 5-year sequence of x-ray images of the sun from solar maximum to solar minimum.

It is thought that the total solar output of the sun has changed by larger amounts over longer time scales. There is evidence that the total solar output may have been as low as 1360 W/m² during the 19th century and even lower than that during the 17th century. Thus over centennial time scales, the solar output may have changed by 0.5%.

SOLAR VARIABILITY AND CLIMATE CHANGE

Northern hemisphere land temperatures are plotted with the solar cycle length

Figure 3: (a) The northern hemisphere land temperatures are plotted with the solar cycle length (Friss-Christensen and Lassen; 1991).

Globally averaged sea surface temperatures are plotted with the sunspot numbers. The similarity of these curves is evidence that the sun has influenced the climate of the last 150 years.

(b) The globally averaged sea surface temperatures are plotted with the sunspot numbers (Reid; 1999). Both sunspot number and solar cycle length are proxies for the amount of solar energy that Earth receives. The similarity of these curves is evidence that the sun has influenced the climate of the last 150 years.

Variability in the amount of energy from the sun has caused climate changes in the past. It is now accepted that the global cooling during Ice Ages is the result of changes in the distribution and amount of sunlight that reaches Earth. During the last Ice Age, the globally averaged temperature of Earth was about 6°C colder than it is today. While this may not sound like much, the effect was to cover large parts of Canada, Alaska, and Siberia with huge sheets of ice up to a mile thick.

Even the climate changes of the 20th century may have a significant solar component. Figure 3 shows comparisons of globally averaged temperature and solar activity. Many scientists find that these correlations are convincing evidence that the sun has contributed to the global warming of the 20th century. Some say that as much as 1/3 of the global warming may be the result of an increase in solar energy. So, while it is becoming clear that human activity is changing the climate today, solar activity may also be contributing to climate change and probably changed the climate in the past.

In order to accurately predict how future human activities will change the climate, it is critical to understand the variability of the natural system. Therefore, even though solar activity may not be the dominant factor in global warming, it is important enough that understanding how the climate responds to small changes in solar irradiance will help scientists predict the climate changes caused by human activity.

The NOAA Space Environment Center (SEC) combines scientific research and an operational Space Weather Center to maintain a vigilant watch on solar activity. SEC’s primary mission is studying the affects of a variable sun on the upper atmosphere and the near-Earth space environment. Monitoring and understanding the solar effects on the middle and lower atmosphere is a new component of SEC’s mission. Present NOAA/SEC activities include monitoring the sun in x-ray and ultraviolet wavelengths as well as sunspots. NOAA recognizes the need for new efforts in this area and will include solar extreme ultraviolet measurements on the next generation of GOES spacecraft and total solar irradiance and solar spectral irradiance measurements as part of its upcoming NPOESS spacecraft mission.

DID SUNSPOTS SINK THE TITANIC?

Painting depicting the sinking of the Titanic. Icebergs are now rarely observed so far south.

Figure 4: The weather and sea conditions that lead to icebergs in the path of the Titanic were typical of the early 1900s. Since then, the climatic parameters have changed and icebergs are rarely observed so far south.

It is well documented that the early part of the 20th century was much colder than it is today. This can be seen in the plots in Figure 3. A consequence of these colder temperatures is that there are changes in sea currents and temperatures and in the strength and direction of the winds at sea. As a result, large icebergs from the Greenland ice sheet would often drift southward into the Atlantic Ocean and into the shipping lanes between Europe and America. It was much more likely that a vessel would encounter icebergs back in the early part of the century than it is now. This is in part a consequence of a cooler climate 80 years ago.

In a scientific paper, written on the subject of the weather on that night in 1912 when the Titanic struck an iceberg and sunk, E. N. Lawrence concludes that there is a link between sunspots and the icebergs found in shipping lanes in the early 1900s. Figure 5 is a plot from Lawrence’s paper showing the correlation between sunspots and icebergs.

While most scientists would agree that sunspots did not really sink the Titanic, there is significant evidence to show that the cold climate of 1912 may have been in part due to the lower level of solar energy reaching Earth relative to today. The cold climate may have provided the conditions needed for large icebergs to drift far south of Greenland and into the shipping lanes of the North Atlantic. These icebergs were a severe hazard to early ships without radar especially at night when they could not see the icebergs. To state the connection more clearly, increases in globally averaged temperature, produced in part by increased solar and human activity, may have reduced the number of icebergs in the North Atlantic thereby preventing other disasters such as the sinking of the Titanic.

There are ominous signs that the earth's weather patterns have begun to change dramatically....(지구 기후가 급격하게 변하기 시작했다는 불길한 징조가 나타나고 있다....).”

“The longer the planners delay, the more difficult will they find it to cope with climatic change onc e the results become grim reality."
